Gurugram, April 25, 2026: Congress national spokesperson Ragini Nayak on Saturday targeted the Central Government over the issues of women’s reservation and delimitation, asserting that women, who constitute half of the country’s population, must be granted their constitutional rights without delay.
Addressing a press conference in Gurugram, Ragini Nayak said that the government is using a technical excuse and political manoeuvres to avoid implementing the Nari Shakti Vandan Adhiniyam passed in 2023.
Ragini Nayak said the reservation is being delayed for political gains:
She claimed that if the government led by Narendra Modi were serious about women’s empowerment, the law would have already been implemented.
The legislation was kept on the back burner and is now being turned into an electoral issue,” she said.
Ragini Nayak further stated that the opposition’s unity on April 17, 2026, had successfully countered what she termed a divisive agenda, calling it a victory for democracy and the constitution.

The Congress leader demanded immediate implementation of 33% reservation for women in the existing 543 Lok Sabha seats, ensuring equitable representation for women from Dalit, tribal and backward communities within the quota.
Ragini Nayak also informed people that any delimitation exercise could reduce the political representation of southern, north-eastern, or smaller states.
Congress leadership’s stand:
Ragini Nayak reiterated that Congress leaders, Mallikarju Kharge, Rahul Gandhi, and Priyanka Gandhi, remain committed to women’s reservation.
She highlighted that the Congress had earlier enabled 33% reservation for women in Panchayats and local bodies, which helped bring millions of women into leadership roles.

The spokesperson also targeted the Centre over women’s safety, alleging that many victims have not received justice and that the government’s silence is concerning.
“Women do not forget injustice; they will respond at the right time,” she said, urging the Prime Minister to implement the reservation law during the upcoming Monsoon Session of Parliament.
Issue of social justice:
Congress Gurugram District President Vardhan Yadav said that women’s reservation is fundamentally an issue of social justice and equality, not merely politics.
He alleged that the government is using the issue of electoral purpose instead of implementing it, and stressed the need for representation across all sections, including OBC, Dalit, and tribal women.
He called for immediate implementation of reservations in both Parliament and state assemblies, adding that real empowerment requires concrete policy action rather than rhetoric.
