A meeting of the Bihar Council of Ministers was held at the Cabinet Hall of the main secretariat under the chairmanship of Chief Minister Samrat Choudhary on Wednesday.
The cabinet has approved 11 key agenda items covering education, employment, energy, digital connectivity, urban development, and administrative matters.
Geenfield satellite township land restrictions lifted in the cabinet meeting:
The cabinet approved the lifting of restrictions on the purchase, sale and transfer of land in Greenfield Satellite township areas.
Land development and construction activities in these areas will continue to be regulated in accordance with the applicable development plans and Development Control Regulations.
The cabinet also approved the establishment of Compressed Biogas (CBG) plants in Bhagalpur, Muzaffarpur, Gaya and Bihar Sharif.
The move is aimed at promoting alternative sources of energy and supporting cleaner fuel options in the state.
Approval was also given for an agreement between the Government of India/Bharat Broadband Network Limited and the Bihar government for providing BharatNet connectivity to villages.
The initiative is expected to strengthen rural digital infrastructure and improve access to online government services, education and other digital facilities.
221 posts approved for the power transportation company:
The cabinet approved the creation of 221 posts for grid sub-station offices under the Bihar State Power Transmission Limited (BSPTCL).
The posts include positions such as electrical executive engineers, assistant engineers, and electrical engineers, with their creation based on prescribed staffing norms.
The cabinet has also extended the Kaushal Yuva Programme under Saat Nischay-3 from 2026-27 to 2030-31.
An outlay of Rs 430.08 crore has been approved for the programme.
Training will focus on future-oriented skills, including artificial intelligence, drone technology, solar technology, networking, digital marketing, banking, tally, foreign languages, and entrepreneurship.
The programme is expected to directly create 6,436 employment opportunities and train more than 2.57 lakh youths annually.
The cabinet approved the strengthening and extension of the Bihar Student Credit Card Scheme for 2026-27.
For the financial year 2026-27, an expenditure of Rs 950 crore has been approved to provide financial assistance to students pursuing higher education.
According to the figures cited by the government, more than 4.81 lakh applications have been approved so far, with approximately Rs 8,865 crore in financial assistance provided to over 4.15 lakh students.
Private institutions to become multidisciplinary degree colleges:
Another major education-related decision allows stand-alone private educational institutions operating in Bihar to be developed into multidisciplinary degree colleges.
The move is aligned with the National Education Policy 2020 and guidelines of the National Council for Teacher Education.
Such institutions will be able to expand beyond teacher education and offer courses in multidisciplines subject to the required regulatory and university approvals.
The cabinet has also approved Rs 1,000 crore in state financial assistance under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.
In addition to the Centre’s contribution, residential consumers will receive state assistance of Rs 10,000 per kilowatt, subject to a maximum of Rs 20,000 per consumer.
