Bihar IPS reshuffle: Major changes in district policing. Siwan SP Puran Kumar Jha removed.

Patna, August 18, 2026: Bihar police has carried out a large-scale reshuffle of IPS officers, with several districts receiving new SPs and SSPs.

 The changes also affect wings such as Vigilance, Prohibition, Special Vigilance Unit (SUV), Human Rights, Civil Defence, and Finance & Technical Services.

Among the most significant changes, Puran Kumar Jha, a 2018-batch IPS officer, has been removed as Siwan SP and transferred to Bihar Police Headquarters, where he will await a new posting.

Bharat Soni, a 2019-batch officer, will take charge as Siwan SP, moving from Nalanda.

The removal of Puran Kumar Jha from the Siwan SP post is particularly significant because it comes after the July 25 student-protest firing incident in Siwan, in which a constable allegedly fired an AK-47 during the confrontation with protesting students.

The government had subsequently reiterated that automatic and assault weapons such as AK-47s, INSAS rifles and SLRs should not be used for routine law-and-order or crowd-control duties.

The latest reshuffle, including the change in Siwan’s police leadership, is therefore likely to attract considerable political and public attention.

Bharat Soni’s appointment as the new Siwan SP now puts the responsibility for restoring confidence and strengthening law-and-order management in the district on the new officer.

Other IPS officers of SP and SSP rank transferred:

Hriday Kant, a 2015-batch IPS officer, has been appointed Nalanda SP, replacing Bharat Soni.

Roshan Kumar, a 2019-batch officer, has been appointed SSP, Saran, after serving as SP, Rohtas.

Raj, a 2019-batch officer, becomes Rohtas SP, moving from Bhojpur. Awadesh Dixit, a 2019-batch IPS officer, becomes Bhojpur SP, moving from Bihar Police Headquarters.

Garima, a 2022-batch IPS officer, has been appointed SP, Weaker Sections and Women’s Cell, CID.

DIG-rank IPS officers also transferred:

Bihar police has transferred Anil Kumar (2010 batch IPS) as DIG, Prohibition and MNTF, Bihar. He was previously working as DIG, Finance and Technical Services.

Mrityunjay Kumar Chaudhary (2010 batch) has been transferred as a DIG of Civil Defence. He previously served as a DIG, Vigilance Investigation Bureau.

Rajiv Ranjan-2 (2012 batch) was transferred as a DIG, Special Vigilance Bureau. He previously served as a DIG, Human Rights.

Ajay Kumar Pandey (2012 batch) has been transferred to the post of DIG, Finance and Technical Services. He previously served as a DIG, Prohibition and MNTF.

Amir Javed (2012 batch IPS) has been appointed as DIG, Vigilance Investigation Bureau. He previously served as a DIG, Weaker Sections and Women’s Cell, CID.

Mithilesh Kumar (2012 batch) has been appointed as a Commandant, Bihar Special Armed Police-9, Jamalpur. He previously served as an SP in the EOU.

Sushil Kumar (2012 batch IPS) has been given the additional charge of DIG, Human Rights, while continuing as DIG, Legal Affairs and Rules.
