Patna July 1: The Bihar police have started comprehensive training programs aimed at implementing three new criminal laws effectively across the state.
Under this program, the SHOs have been entrusted with educating their subordinates and the public about the intricacies and changes introduced by the new laws. Legal experts are aiding in this process to ensure comprehensive understanding.
Around 25 thousand cops including SHOs and higher level officers have already taken the training in this regard. The strength of Bihar police is around 90 thousand in the state.
Legal experts will educate them on the new criminal laws—Bharatiya Nyaya Sanhita (BNS) 2023, Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023, and Bharatiya Sakshya Adhiniyam (BSA) 2023. The training will emphasize the differences between the old and new laws.
Copies of the new criminal law books have been provided to police stations, facilitating better understanding and enforcement of the updated statutes.
Officers handling criminal incidents are receiving specialized training in gathering scientific, forensic, video, and photographic evidence. This aims to enhance the quality of investigations under the new laws.
Important sections such as murder, attempt to murder, loot, theft, kidnapping, and extortion have been revised under the new laws to ensure swift action and legal compliance. For instance, Section 302 (murder) under IPC is now Section 103, and Section 307 (attempt to murder) is Section 109 under the new statutes.
“The new laws mandate quick action on cases and require the registration of Zero FIR (an FIR that can be filed at any police station regardless of the jurisdiction). There’s a provision that requires individuals filing complaints via email to visit the police station within three days to sign their complaint. This is to initiate the investigation promptly,” said Chandra Prakash, SP central range.
“Our officers are providing training to the common people. On day one, we have educated people about the crime against women,” he said.
He further said the law was implemented from midnight and the new cases will be registered under the new laws.
Beyond police training, the state government is organizing camps, workshops, and online sessions involving judicial officers at division and sub-division levels, as well as lawyers, judges, magistrates, and public prosecutors. This broader engagement aims to ensure consistent and effective implementation of the new laws.
A significant workshop is scheduled on July 27th and 28th in Bapu Auditorium in Patna, likely involving judicial officers from the Supreme Court, High Court, District Court, District Magistrates, SPs, and others. This event underscores the commitment to educate and prepare stakeholders for the new legal framework.
