Patna, June 17, 2026: A meeting of the Bihar cabinet chaired by Chief Minister Samrat Choudhary concluded at the Main Secretariat on Tuesday, with approval granted to 29 important proposals spanning urban development, tourism, transport, mining, welfare, and administrative reforms.
Deputy Chief Minister Vijay Kumar Chaudhary and Bijendra Prasad Yadav, along with other ministers, attended the meeting.
Major relief for landowners and investors in the Cabinet meeting:
One of the most significant decisions relates to land acquisition for township development in Bihar.
The cabinet approved the implementation of the Bihar Raiyati Land Purchase Policy-2026, enabling the State Housing Board to purchase land directly.

The move is expected to address issues faced by landowners in satellite township areas where restrictions on land transactions have created difficulties.
The government has also authorized agencies to acquire land and later lease or sell it to investors for projects approved by the State Investment Promotion Board. Under the Urban Development and Housing Department, the cabinet approved a 10-year extension of the agreement between Bihar Urban Infrastructure Development Corporation Limited and Patliputra Vipassana Trust for the free operation of the meditation centre located in Blocks A and B of Buddha Smriti Park.
Welfare department approval:
The cabinet sanctioned Rs 21.95 crore under the Scheduled Caste and Scheduled Tribe Welfare Department for one-time repayment of outstanding principal owed to National Safai Karamcharis Finance and Development Corporation, New Delhi, related to loans provided through the Bihar State Scheduled Caste Cooperative Development Corporation.
Mining and river replenishment study:
Approval was granted for a Rs 2.32 crore study of five major rivers—Sona River, Kiul River, Falgu River, Morhar River, and Chanan River—to be conducted by Central Mine Planning and Design Institute Limited.
The Bihar State Mining Corporation was also authorized to prepare mining plans and secure environmental clearances before e-auctioning identified stone mining blocks.
Tourism sector boost:
The Tourism Department received approval for two new initiatives, Sindhu Darshan Teerth Yatra Financial Assistance Subsidy Scheme 2026 and Chief Minister Homestay Promotion Scheme 2026.
The schemes aim to promote religious tourism and improve accommodation facilities for visitors across Bihar.
Rs 622 Crore Intelligent Traffic Management System:
In a major road safety initiative, the cabinet approved an expenditure of Rs 622.04 crore from the Bihar Road Safety Fund for implementing an Intelligent Traffic Management System (ITMS) on a Public-Private Partnership (PPP) model.
The project is intended to strengthen traffic management, electronic enforcement, and road safety monitoring.
Engineering recruitment reforms:
The Road Construction Department received approval to amend recruitment rules for engineering services.
A key decision includes replacing the Bihar Technical Service Commission with the Bihar Public Service Commission for Assistant Engineer recruitment. The revised process will redefine examination subjects and qualifications while eliminating interviews from the selection process.
New clerical cadre rules:
The cabinet approved the creation of the Work Department Regional General Clerical Cadre (Recruitment and Service Conditions) Rules 2026, which will regulate recruitment and service conditions across departments such as road construction, building construction, water resources, rural works, public health engineering, and urban development and housing.
Administrative and Judicial Decisions:
Among other decisions, approval was granted for the compulsory retirement of Rajeev Kumar, an officer of the Bihar future government employment retained.
A new Special Officer post will be created for the Patna High Court Infrastructure Cell, and one post of District and Additional Sessions Judge was approved for the proposed Sub-Divisional Civil Court at Benipatti.

According to Additional Chief Secretary Arvind Kumar Chaudhary, the approved proposals are aimed at strengthening infrastructure, improving governance, enhancing tourism, streamlining recruitment, promoting investment, and improving public service delivery across Bihar.
“The decisions are expected to support the state’s broader development and administrative reform agenda,” he said.
