Patna, May 12, 2026: Vijay Kumar Sinha, the Agriculture Minister of Bihar, on Tuesday inaugurated the second phase of the Farmer registry initiative from the auditorium of Krishi Bhawan.
The program began with the generation of Farmer IDs for farmers in the Phulwari Sharif block of Patna district.
On the occasion, the Minister distributed Farmer IDs to five beneficiaries—Lachhminiya Devi, Sunil Kumar Singh, Rampravesh Singh, Ajay Kumar, and Uday Kumar.
Vijay Kumar Sinha highlighted a new digital revolution in agriculture:
Addressing the gathering, Sinha termed the initiative a historic moment for Bihar’s agricultural sector.
He said the second phase marks the beginning of a digital transformation aimed at bringing transparency and prosperity to farmers’ lives.
He linked the initiative to the vision of Prime Minister Narendra Modi, emphasizing that the Digital India mission seeks to empower the last person in society.

According to him, the rural economy will become self-reliant only when technology is effectively integrated with agriculture.
Vijay Kumar Sinha highlighted that the Agri-Stack system will remove the role of middlemen, establish direct linkage between farmers and the government, and ensure seamless delivery of benefits.
He added that the Agriculture Roadmap of the state prioritizes farmers’ welfare and has enabled strong coordination between the Agriculture Department and the Revenue & Land Reforms Department.
Progress so far:
Vijay Kumar Sinha shared key achievements of the first phase, including a total of 45.4 million Jamabandis (land records), 8.84 million e-KYC completed for farmers, 4.785 million farmer IDs generated, and 4.05 million remaining farmer IDs.
Vijay Kumar Sinha noted that over 55% of the target has already been achieved, including 2.379 million farmers under the PM-KISAN scheme.

Bihar also received an incentive grant of Rs 269.88 crore from the central government for its performance.
The Minister emphasized that the Farmer ID will serve as a digital identity for farmers and enable Direct Benefit Transfer (DBT) for seeds, fertilizers, and subsidies, easy access to loans and crop assistance, elimination of bureaucratic delays, and accurate identification of land ownership and crop data.
Vijay Kumar Sinha reiterated that no farmer in Bihar should be left out of the registry:
Pratyaya Amrit, the Chief Secretary of Bihar, stated that the platform will ensure transparency and reduce the need for farmers to visit government offices.
He added that farmers will receive real-time information, and land record corrections will become automated.
Narmadeshwar Lal, the Additional Chief Secretary of the Agriculture Department, described the farmer registry as one of the most ambitious initiatives of the government.

Drawing a parallel with UPI, he said its importance will grow significantly over time.
The event was attended by several senior officials, including Jai Singh, Birendra Prasad Yadav, Saurabh Suman Yadav, and Abhishek Kumar Sinha, with departmental staff and farmers.
