Gurugram, April 26, 2026: Haryana Chief Minister Nayab Singh Saini on Sunday underscored that the vision of a ‘Viksit Bharat’ by 2047, as envisioned by Narendra Modi, can only be realized through the empowerment and active participation of the labour force.

Addressing a State-Level Labour Awareness and Felicitation Program at Tau Devi Lal Stadium in Gurugram, the Chief Minister highlighted that workers from the backbone of both the state and national economy, and their dedication, continue to drive India’s development journey.

Haryana Industries and Commerce Minister Rao Narbir Singh was present as the Guest of Honour.

Major announcements for workers by Nayab Singh Saini:

Responding to demands raised by the Bharatiya Mazdoor Sangh, the Chief Minister announced the formation of a State Social Security Board.

This body will focus on the social and economic upliftment of workers, including auto drivers and transport workers, by extending social security benefits to them.

He also informed that the process of issuing appointment letters under the service security framework is underway, assuring that all eligible workers will receive them by June 15, thereby enhancing job security and transparency.

Wage reforms and financial support:

Highlighting a significant reform, Nayab Singh Saini stated that Haryana has become the first state in India to implement a 35% increase in minimum basic wages under the Code on Wages.

He traced the growth of minimum wages from Rs 2,903 in 2005 to Rs 6,289 in 2014 and to Rs 19,425 at present.

This, he noted, reflects a more than threefold increase in the last decade, underlining the government’s commitment to labour welfare.

Additionally, Rs 40 crore has been transferred directly into the accounts of 34,197 beneficiaries under 29 labour welfare schemes through Direct Benefit Transfer (DBT), ensuring transparency and timely financial support.

 Strengthening worker welfare systems:

Nayab Singh Saini stressed that labour is the most crucial pillar among the four economic drivers—land, labour, capital, and entrepreneurship.

He reiterated that India’s development is impossible without ensuring the dignity, empowerment, and participation of workers.

Nayab Singh Saini highlighted several initiatives, including over 54.32 lakh workers registered on the e-Shram portal, a Rs 1,100 incentive for registration, and the expansion of the Employees’ State Insurance Scheme (ESI) across Haryana.

Healthcare and education initiatives:

Under new provisions, the government will introduce a ‘Safe Worker Health System,’ ensuring annual free health check-ups for industrial workers and free OPD, IPD, medicines, and diagnostics for registered construction workers.

The ESI Hospital at Manesar will be upgraded from 100 to 200 beds and developed into a medical college.

New ESIC dispensaries will be established in multiple locations, including Harsaru, Kadipur, Wazirabad, Sahabad Markanda, and Fatehabad.

To support workers’ families, Atal Residential School will be set up for children studying from Classes 6 to 12.

Targeted welfare measures:

Nayab Singh Saini also highlighted that Rs 41.74 crore assistance was provided to 673 silicosis-affected workers, Rs 8,000—Rs 20,000 annual aid for children’s education, maternity benefits for women workers, financial assistance for daughters’ marriages, and compensation up to Rs 5.15 lakh in cases of death or disability.

Minister Rao Narbir Singh reaffirmed that Haryana’s economic growth is driven by its workforce and reiterated the government’s commitment to labour welfare through reforms, DBT-based assistance, and social security measures.

Representatives of the Bhartiya Mazdoor Sangh also submitted a memorandum during the program, while several dignitaries, including MLAs and senior officials, were present.
