Patna, April 16, 2026: A one-day workshop on the implementation of the Vibrant Village program-2 (VVP-2) was organized by the Planning and Development Department, Government of Bihar, at the Directorate of Economic and Statistics in Patna.
The workshop aimed to enhance effective implementation, inter-departmental coordination, and monitoring mechanisms of the program, which focuses on the development of border areas.
Focus on coordinated and data-driven implementation in the workshop:
The session was chaired by Dr. N. Vijayalakshmi, Additional Chief Secretary, Planning and Development Department.
In her address, she emphasized that VVP-2 is a crucial initiative for the balanced and comprehensive development of border regions.
She directed officials to ensure strong inter-departmental coordination, data-driven monitoring systems, and effective field-level supervision to achieve targets within stipulated timelines.

S. Anupam, Special Secretary (Home), highlighted the need for synchronization between security and development efforts in border districts.
Adding to this, Mukesh Kumar, DIG of Sashtra Seema Bal (SSB), noted that development initiatives help build trust and participation among local communities in sensitive border areas.
Manish Srivastava, Director (VVP) at the Ministry of Home Affairs, underscored the national importance of the program.
He stated that VVP-2 is focused on improving basic infrastructure, livelihood opportunities, and connectivity in border villages and stressed that the active participation of states is key to its success.
Emphasis on technology and monitoring:
Deepak Kumar, Senior Technical Director at the National Informatics Centre, highlighted the importance of digital monitoring systems, data management, and IT-Based governance solutions for efficient implementation and evaluation of the program.

Wide participation from border districts:
Officials from multiple border districts—including West Champaran, East Champaran, Sitamarhi, Madhubani, Supaul, Araria, Kishanganj, Katihar, Purnea, and Saharsa—participated in the workshop via video conferencing.
Participants included District Planning Officers and Management Development Officers, who actively contributed by sharing field-level experiences and suggestions in the workshop.

The workshop also saw active participation from Mayank Warwade, Ravish Kishore, and Sujata Kumari.
Several technical sessions were conducted, focusing on implementation strategies, monitoring frameworks, and evaluation mechanisms, encouraging meaningful dialogue among stakeholders.
The workshop concluded with a strong emphasis on collaborative governance, technology integration, and accountability, aimed at accelerating development in Bihar’s border regions under VVP-2.
