Patna, October 5, 2025: The Chief Election Commissioner Gyanesh Kumar on Sunday announced the schedule for the 2025 Bihar Assembly elections.
In a press conference at Vigyan Bhawan, New Delhi, Kumar confirmed that polling will take place in two phases—on November 5 and November 11—with the counting of votes on November 14.
Gyanesh Kumar highlighted details of voters and constituencies:
Chief Election Commissioner Gyanesh Kumar announced that the Gazette Notification for the Bihar Assembly elections will be issued in two stages—October 10 for the first phase and October 16 for the second phase.
CEC Gyanesh Kumar highlighted that Bihar has 7.42 crore voters, including 14 lakh first-time voters.
He said the elections will be held for 243 Assembly constituencies, including 38 reserved for SCs and 2 for STs.
A total of 90,000 polling stations will be set up, with no booth having more than 1,200 voters.
All booths will be on the ground floor to assist the elderly and disabled.
Of these, 1,044 will be managed by women staff, and 1,000 will be model booths.

In view of security, Gyanesh Kumar pointed out that 100% webcasting will be done at polling stations.
Special Monitoring teams will track expenditure, illegal transactions, and cash use.
The CEC warned that violence, intimidation, and fake news will not be tolerated.
He clarified that while the Election Commission does not maintain direct data on migrant voters, such information is available with Electoral Registration Officers (EROs) and district administrations.
Gyanesh Kumar said Anganwadi workers will be deployed at every booth to look after Burqa clad women:
On the issue of identity verification of burqa-clad women voters, Gyanesh Kumar said that Anganwadi workers will be stationed at every booth and will carry out verification if required, depending on the situation.
Observers will be deployed in every constituency.
He said that the voters can bring their phones to the booths, but must deposit them outside before voting.
A dedicated number, 1950, has been launched for complaints and queries. Voters can also connect with BLOs via the ECI Net app.
CEC Gyanesh Kumar began his address by urging citizens to participate in the “festival of democracy’ with the same devotion as Chhath Puja. He also noted that 17 new initiatives introduced in Bihar will serve as a model for future elections nationwide.
