Patna, September 18, 2025: In a major pre-poll announcement, Bihar Chief Minister Nitish Kumar on Thursday declared that unemployed graduates in the state will be given a monthly allowance of Rs 1,000 under an expanded version of the Chief Minister’s Self-Help Allowance Scheme.
Nitish Kumar’s announcement seen as pre-poll measures:
The move, seen as a bid to woo youth and first-time voters ahead of the 2025 Assembly polls, is part of the government’s broader employment push.
Sharing the announcement on X, Nitish Kumar said that empowering youth has been his government’s top priority since 2005.
He reiterated the target of providing 10 million jobs and employment opportunities over the next five years through government, private sector, and skill development initiatives.

“I am pleased to inform you that the Chief Minister’s Self-Help Allowance Scheme, already operational under the State Government’s 7 Nishchay Program, has been expanded. Now, unemployed young men and women who have completed graduation in Arts, Science and Commerce and fall in the 20-25 age group will also be eligible for this benefit, “ Nitish Kumar stated.
Eligible graduates—who are neither pursuing higher studies, nor self-employed, nor working in government, private, or non-government sectors—will receive Rs 1,000 per month for a maximum of two years.
Nitish Kumar expressed hope that the allowance will help youth access skill training and prepare for competitive exams.
Calling the scheme a visionary initiative, Kumar said it will make educated youth more self-reliant, skilled and employable, enabling them to contribute to Bihar and the nation’s development.
Nitish Kumar also gave financial assistance to contractual workers:
Nitish Kumar on Wednesday transferred Rs 5,000 as a direct financial assistance to contractual workers across the state, a move being described in political circles as a major step ahead of the upcoming polls.
Under the Annual Clothing Assistance Scheme of the Bihar government, Rs 802.46 crore has been transferred to the bank accounts of 16.4 lakh workers.
