Patna, June 3, 2026: The Bihar cabinet under the chairmanship of Chief Minister Samrat Choudhary on Wednesday approved 13 important proposals spanning multiple departments, including energy, industries, fisheries, skill development, health, social welfare, information technology, and revenue.

Following the cabinet meeting, Additional Chief Secretary of the Cabinet Secretariat Department, Arvind Kumar Choudhary, briefed the media at the main secretariat and outlined the decisions taken.

Consumer grievance forums for power distribution companies were one of the highlights of the cabinet meeting:

Under the energy department, the cabinet approved the creation of two posts of chief engineers and two posts of Electrical Executive Engineers for the establishment of a two-tier consumer grievance redressal forum within the Bihar power distribution companies, including North Bihar Power Distribution Company and South Bihar Power Distribution Company Limited.

The move is aimed at strengthening consumer grievance resolution mechanisms in accordance with the Electricity Dispute Redressal Regulations, 2016.

The cabinet approved financial incentive clearance for M/s Leap Agri Logistics (Madhubani) Private Limited under the Bihar Industrial Investment Promotion Rule, 2016.

It also approved an estimated expenditure of Rs 163.52 crore for implementing the centrally sponsored Pradhan Mantri Formalization of Micro Food Processing Enterprises Scheme up to September 30, 2026, following the extension of the scheme by the Central Government during the financial year 2026-27.

Additionally, financial promotion clearance was granted to M/s Western Demerage Limited, located in the industrial area of Nawanagar in Buxar district, under the Bihar Industrial Investment Promotion Rule, 2016.

Under the Department of Dairy, Fisheries and Animal Resources, the Cabinet approved a project costing Rs 31.21 crore for establishing an Integrated Aqua Park at Benasur Matsya Beej Farm in Bhojpur district under the Pradhan Mantri Matsya Sampada Yojana.

The project will be implemented with a central share of Rs 18.73 crore and a state contribution of Rs 12.48 crore during the financial year 2026-27.

The Cabinet approved the creation of 38 posts for the newly established Industrial Training Institute (ITI) at Nabinagar in Aurangabad district, along with an expenditure of Rs 2.12 crore for the financial year 2026-27.

It also approved the transfer of land and available facilities from Bhartiya Rail Bijlee Company Limited to the state government for the smooth functioning of the institute.

Under the Bihar Skill Development Mission, an additional 19 posts were sanctioned to strengthen organizational capacity and support the implementation of programs under Saat Nishchay Part 3 (2025-30).

An estimated annual expenditure of Rs 2.24 crore was approved for this purpose.

Social Welfare and IT reforms:

The Cabinet approved the Bihar Child Development Service (Recruitment and Service Conditions) Rules, 2026, under the Social Welfare Department.

It also approved the formation of the Bihar Information Technology Service Rules, 2026, a move expected to strengthen the state’s administrative and Technological framework in the IT sector.

A significant decision was taken regarding the proposed All India Institute of Medical Sciences, Darbhanga project.

The Water Resources Department was authorized to utilize soil and silt extracted from the desiltation of nearby water bodies for land filling and leveling work at the AIIMS site.

The required expenditure will be met from the department’s own budget based on approved estimates.

Health Department decisions:

The Cabinet approved provisions related to higher education and the issuance of various No Objection Certificates for doctors belonging to the Bihar Health Service and Dental cadres, subject to specified conditions.

In another major welfare measure, the annual income ceiling for beneficiaries seeking treatment assistance from the Chief Minister’s Medical Assistance Fund was increased from Rs 2.5 lakh to Rs 4 lakh.

The decision is expected to enable a large number of economically weaker families to avail financial assistance for medical treatment.
