Patna, May 10, 2026: The Bihar government, led by Chief Minister Samrat Choudhary, has carried out a fresh administrative reshuffle, transferring several IAS and IPS officers and withdrawing multiple additional charges.
The changes, notified by the General Administration Department, affect key departments such as the Chief Minister’s Secretariat, Health, Energy, Water Resources, and Tourism—signaling a broader effort to streamline governance under the new setup.
Key administrative changes in the Samrat Choudhary government:
Anand Kishor (Chairman, Bihar School Examination Board0 has been relieved of the additional charge of Additional Chief Secretary, Finance.
H.R. Srinivas is now Additional Chief Secretary, Social Welfare Department, and has been relieved of earlier additional responsibilities.

Santosh Kumar Mall moves from water resources to become Principal Secretary, Disaster Management Department. He also gets additional roles as Inquiry Commissioner (General Administration) and Resident Commissioner at Bihar Bhawan, New Delhi.
Changes in key departments:
Lokesh Kumar Singh, earlier Health Secretary, is now Secretary, Tourism Department. He also holds additional charges in the Chief Minister’s Secretariat and the Science & Technology Department.
Kumar Ravi has been appointed Secretary, Health Department, and given additional charge of Parliamentary Affairs. He replaces Lokesh Kumar Singh and is considered close to former CM Nitish Kumar.

Ajay Yadav takes over as Secretary, Energy Department, after being shifted from Prohibition, Excise, and Registration.
Postings and additional responsibilities:
Manoj Kumar Singh has been posted as Resident Commissioner at Bihar Bhawan, New Delhi, and given additional charge as Commissioner, Mumbai.
Chandreshekhar Singh becomes Secretary, Water Resources Department. He will also continue handling Information & Public Relations and hold additional responsibilities in Bihar Vikas Mission and Punar Nirman Nigam Limited.

Rajneesh Kumar Singh has been appointed Inspector General of Taxes and Correctional Services, Patna, along with an additional role in the Bihar Vikas Mission.
Kundan Kumar has been relieved of extra charges, including Resident Commissioner (New Delhi) and Investment Commissioner (Mumbai).
Administrative significance:
The reshuffle reflects the government’s attempt to realign bureaucratic responsibilities following the recent cabinet expansion and leadership changes.
By redistributing key roles—especially in critical departments like Health, Energy, and Disaster Management—the administration appears focused on improving coordination, reducing overlapping responsibilities, and accelerating policy implementation.
Such frequent bureaucratic adjustments are often aimed at ensuring tighter control over governance priorities and aligning administrative machinery with the political leadership’s agenda, particularly ahead of crucial policy rollouts and upcoming electoral considerations.
