New Delhi, February 20, 2026: On the fifth day of the India AI Impact Summit 2026, India formally joined the Pax Silica coalition, marking a major milestone in strengthening strategic technology and semiconductor supply-chain cooperation between India and the United States.

The signing ceremony brought together senior leaders from both governments, signaling a shared resolve to secure the entire technology stack that will underpin the AI-driven global economy.

Pax Silica is envisioned as a coalition of trusted democratic nations committed to securing the “silicon stack”—spanning critical minerals, semiconductor fabrication, advanced AI systems, and deployment infrastructure. The initiative aims to reduce excessive dependence on concentrated supply chains, prevent economic coercion, and ensure that emerging technologies are shaped by open and democratic societies.

India: ‘We are building the future.”:

Addressing the gathering, Ashwini Vaishnaw, Union Minister for Electronics and Information Technology, described the moment as transformational rather than ceremonial.

“We are not just holding a summit; we are building the future,” he said, underlining that new foundations and opportunities are being created for the next generation.

Highlighting India’s long-term growth trajectory, Vaishnaw said: “If we look at India’s growth since 1947, we can all imagine the impact of compounding.”

He emphasized India’s expanding semiconductor capabilities, noting: “Today, India’s talented engineers are designing the world’s most advanced two-nanometer chips. The semiconductor industry will require nearly one million skilled professionals, and this is a very big opportunity for India.”

US: economic security is national security:

Speaking at the ceremony, Jacob Helberg, U.S. Under Secretary of State for Economic Growth, Energy, and the Environment, described the declaration as a roadmap for a shared democratic future.

“Today, as we sign the Pax Silica declaration, we say no to weaponized dependency, and we say no to blackmail. Economic security is national security,” he said.

He added that Pax Silica represents a commitment to securing: the minerals deep in the earth, the silicon wafers in our labs and fabs, and the intelligence that will unleash human potential.”

Coalition that will define the 21st century:

Echoing this sentiment, Sergio Gor, US Ambassador to India, described India’s entry into Pax Silica as strategic and essential.

Pax Silica is the coalition that will define the 21st-century economic and technological order,” he said, stressing that it secures everything from critical mineral extraction to AI deployment in data centres.

He underscored the democratic foundation of the partnership, stating, “We choose freedom. We choose a partnership. We choose strength.”

Industry leaders highlight strategic convergence:

Following the signing, a high-level fireside chat brought together S. Krishnan, Sergio Gor, Sanjay Mehrotra, and Randhir Thakur.

Krishnan emphasized India’s coordinated push across AI, semiconductors, and critical minerals, calling it: “resilient collaboration with trusted partners who share our values.”

Mehrotra described the initiative as a shared commitment to resilient and secure supply chains and a win-win ecosystem to advance AI for good.

Thakur termed Pax Silica a timely and strategic step, noting that the semiconductor journey has always been driven by materials, innovation, and compute.

A clear global signal:

The Pax Silica signing at the India AI Impact Summit sent a strong global message: the future of artificial intelligence and advanced technologies will be built deliberately—by nations committed to freedom, partnership, and long-term resilience.
