New Delhi, February 17, 2026: The world’s largest India AI Impact Summit and Expo 2026 commenced on Monday in the national capital, New Delhi, marking a major milestone for India’s growing leadership in artificial intelligence. Innovators and entrepreneurs from Bihar are actively engaging with leading global technology companies during the five-day event.
On the opening day of the India AI Impact Summit & Expo 2026, the Bihar government signed Memorandums of Understanding (MoUs) with technology firms and IIT Patna to promote innovation, research, incubation, and employment in emerging technologies.
Significant participation of Bihar in India AI Impact Summit:
Among the key agreements, a Rs 60 crore MoU was signed for the establishment of the Bihar AI Center of Excellence (AI CoE), while a Rs 250 crore MoU was inked for setting up a Research Park at IIT Patna.
Tiger Analytics will serve as the industry partner for the AI CoE, with IIT Patna as the academic partner.
In addition, under the Bihar GCC Policy 2026 and Bihar IT Policy 2024, the state government signed MoUs with several Global Capability Centre (GCC) and IT companies. These include agreements with Red Cyber (Rs 103 crore, GRoQR (Rs 30 crore), and CIPL (Rs 25 crore).

According to officials, these initiatives are expected to generate over 10,000 new employment opportunities in the technology sector, while more than 50,000 youth will receive skill development training through AI-focused programs.
The India AI Impact Summit & Expo 2026 has drawn significant global participation, with CEO’s from over 100 technology companies and delegates from 135 countries in attendance.
Heads of state from more than 20 countries and ministers from over 50 nations are also participating in the event.
On Tuesday, February 17, Bihar’s Deputy Chief Minister Samrat Choudhary inaugurated the Bihar state Pavilion at the India AI Impact summit, held at Bharat Mandapam.
Several leaders of Bihar participated in the event:
Union Minister Rajiv Ranjan Singh, also known as Lalan Singh, attended as the chief guest in the India AI Impact Summit & Expo 2026, while the program was presided over by Union Textiles Minister Giriraj Singh.
Several senior Bihar ministers and officials were present, including IT Minister Shreyasi Singh, Industries Minister Dr. Dilip Kumar Jaiswal, Rajya Sabha MP Sanjay Kumar Jha, Chief Secretary Pratyay Amrit, and senior officers from the industries and IT departments. Senior faculty and leadership from IIT Patna also participated.
Officials highlighted that the Bihar government has recently approved the Bihar GCC Policy 2026 and the Bihar Semiconductor Policy 2026, aimed at positioning the state as a global technology hub for eastern and northeastern India.

Key initiatives under the Bihar AI mission include the announcement of a Mega AI Core of Engineering, partnerships with industry and academia, Letters of Intent with investors, and the establishment of the IIT Patna Research Park.
As India continues to emerge as a global agenda-setter in artificial intelligence, Bihar is rapidly strengthening its position as a technology hub in eastern India. The growing interest of global technology companies reflects the impact of the state’s progressive IT, GCC, and semiconductor policies.
Notably, the Bihar Pavilion has been set up in Hall 5-F, Stalls 8 and 12 at Bharat Mandapam, showcasing the state’s vision, policies, and investment opportunities in advanced technologies.
