Patna, January 13, 2026: In a major relief to senior citizens, the Nitish Kumar-led Bihar government has announced a mobile land and flat registration facility for elderly people aged 80 and above, allowing them to complete registration formalities from their homes.

The initiative aims to address the difficulties often faced by elderly citizens in visiting registration officers and completing complex procedures related to property transactions.

Announcing the decision through a written statement shared on his official social media account on Tuesday, Chief Minister Nitish Kumar said that senior citizens in the eligible age group will be provided doorstep registration service through Mobile Registration Units operated by the Prohibition, Excise, and Registration Department.

“Now, elderly citizens aged 80 years or more who wish to register land or flats will be provided all registration-related services at their homes, if required. Applicants can apply online for this facility, and the registration process will be completed within a fixed time frame,” Nitish Kumar said.

Nitish Kumar mentioned that the registration will be completed within 7 working days:

The Chief Minister further stated that the concerned department has been instructed to complete the land or flat registration within seven working days of receiving the application, ensuring timely and hassle-free service delivery.

Addressing another common concern faced by property buyers, Nitish Kumar said that many applicants lack access to updated land records, which often leads to confusion and disputes.

“To address this issue, a system is being introduced under which the Registration Department will, on the applicant’s request, obtain the latest land status information from the Circle Officer and provide it to both buyers and sellers before registration,” he said.

CM Nitish Kumar added that this initiative would ensure accurate, transparent, and up-to-date land information, benefiting all stakeholders involved in property transactions.

Implementation from April 1, 2025:

CM Nitish Kumar said that officials have been directed to implement the new arrangements with effect from April 1, 2026.

He expressed confidence that the initiative would significantly ease the lives of senior citizens and improve overall efficiency in land registration services.

He also invited public feedback on the new system and asked citizens to submit their suggestions by January 19, 2026, through designated official channels.

Referring to the government’s broader governance agenda, Nitish Kumar said that since the formation of the new government on November 20, 2025, several steps have been taken under the Seven Resolution 3 program to position Bihar among the most developed states in the country.

The core objective of the seventh resolution, “Respect for all, ease of living, is to reduce daily hardships faced by citizens and make their lives easier. We are continuously taking important decisions in this direction,” Nitish Kumar said.
