BCCI urges the Bihar government to set up MSME facilitation councils in every division.

Patna, January 10, 2026: The Bihar Chamber of Commerce & Industries (BCCI) has urged the state government to constitute a Micro and Small and Medium enterprises (MSME) facilitation council in each division of Bihar to ensure the timely resolution of payment-related disputes.
The request was made to Industries Minister Dr. Dilip Kumar Jaiswal and the Industries Department Secretary Kundan Kumar, citing serious operational challenges caused by the presence of only one facilitation council currently functioning in Patna under the Industries Department.
The BCCI president claimed the facilitation council would resolve financial disputes:
BCCI President P. K. Agrawal said that due to the limited capacity of a single council, a large number of MSME payment disputes remain pending for long periods.
“Entrepreneurs from districts outside Patna are forced to make repeated visits to the state capital, resulting in loss of time, increased costs, and financial stress,” Agrawal said.
Referring to Section 20 of the MSME Act, the BCCI president pointed out that state governments are empowered to establish one or more facilitation councils.
He noted that several states across the country have already constituted multiple councils to ensure the speedy settlement of disputes and the timely release of dues, which is crucial for maintaining working capital and business continuity for MSMEs.
He further emphasized that delayed payments severely affect the liquidity of small entrepreneurs, often pushing them into working capital crises and hampering business growth.
Facilitation councils in the division would be time-saving for entrepreneurs:
According to the BCCI president, setting up a facilitation council in all divisions of Bihar would allow entrepreneurs to resolve disputes within their own regions, eliminating the need to travel to Patna.
Such a step would not only improve ease of doing business but also accelerate industrialization and strengthen the MSME ecosystem in the state.
The Chamber expressed confidence that decentralizing the dispute resolution mechanism would provide fresh momentum to Bihar’s MSME sector and contribute significantly to the state’s economic development.
