Bihar cabinet approves 18 key proposals in first full meeting under Samrat Choudhary government.

Patna, May 13, 2026: After the formation of the new government under Samrat Choudhary, the first full-fledged cabinet meeting was held on Wednesday at the Cabinet Secretariat.

A total of 18 important proposals were approved during the meeting.

Following the meeting, Additional Chief Secretary of the Cabinet Secretariat Department, Arvind Kumar Chaudhary, briefed the media at the assembly hall in Suchna Bhawan.

Major relief for the government employees and pensioners in the cabinet meeting:

The cabinet announced a significant financial bonanza, including Dearness Allowance/Relief increased from 474% to 483%, effective January 1, 2026, for 5th pay commission beneficiaries.

Similarly, for the 7th pay commission beneficiaries, DA/DR increased from 58% to 60%, effective January 1, 2026.

In the Commercial Tax Department, a proposal for the renewal of VATMIS software AMC for one year (Aug 2025—Aug 2026) has been approved.

Under the new industrial policy, the Bihar government has given approval of the Bihar Industrial Investment Promotion Policy (BIIPP), 2025, along with amendments to the 2016 policy.

In the MSME development, the Bihar government has approved the amendment in the 2013 scheme to strengthen Common Facility Centres under cluster development.

In a major decision, the Samrat Choudhary government has given financial incentives approved for a private dairy plant in Bihta.

Under this initiative, 100 acres of land will be transferred free of cost to the Ministry of Food Processing Industries.

To establish the National Institute of Food Technology Entrepreneurship and Management (NIFTEM), a land selection to be finalized by IDA Patna under Seven resolves-2 (2025-30).

The cabinet has also approved 3 new degree colleges to be established in Piprasi & Mitthan in West Champaran district and Tetiya Bambar in Munger.

A total of 132 posts sanctioned (44 per college) for teaching & non-teaching staff was also sanctioned for it.

Law & Order strengthening:

The cabinet has also approved the creation of 5 new Superintendent of Police (Rural) posts in East Champaran, Samastipur, Madhubani, Vaishali, and Siwan.

The cabinet has also approved land transfers for strategic projects, such as 79.92 acres of land for a livestock semen station under the Animal & Fisheries Department in Lakhisarai district, and 110.12 acres of land transferred to the Ministry of Home Affairs for the CISF Training Centre in Kishanganj district.

With an aim to generate employment & green mobility push, the state government has approved the Mukhyamantri Bihar Eco-Friendly Transport Employment Scheme with a budget of Rs 110 crore. Apart from that, an approval of the Bihar Electric Vehicle (Amendment) Policy, 2026 was also made in the cabinet meeting.

This cabinet meeting signals a multi-sector push by the new government—focusing on employee welfare, industrial growth, education expansion, law & order strengthening, green transport & technology.
