Patna, July 24, 2026: The 213th session of the Bihar Legislative Council concluded on Friday, with Chairman Awadesh Narayan Singh describing the proceedings as peaceful, productive, and focused on issues of public importance.
Presenting a comprehensive summary of the session, he said members actively utilized various parliamentary procedures to raise public concerns and hold meaningful discussions on matters affecting the state.
Awadesh Narayan Singh informed the House that the session comprised five sittings, during which members raised issues through questions, Calling Attention motions, Zero Hour submissions, and other parliamentary mechanisms.
Bihar Legislative Council Chairman Awadesh Narayan Singh mentioned 240 questions admitted in the House:
According to the Chairman, the Council received 262 notices for short-noticed questions, of which 240 were admitted, while replies to 12 questions were provided in the House.
Similarly, 333 starred questions were submitted, with 310 admitted and 24 answered during the proceedings.
The House also received 69 Calling Attention notices, of which 31 were admitted, and 11 were taken up for discussion and reply.
In addition, 59 Zero Hour notices were received, and 75 notices for formal requests (Nivedan) were submitted, with 74 admitted.
Highlighting the growing use of digital legislative processes, Chairman Awadesh Narayan Singh said the e-Vidhan system was extensively used during the session.
Through the online platform, 340 starred questions and 265 short-notice questions were received.
“316 starred questions and 241 short-notice questions were forwarded to the concerned government departments. Department submitted replies to 209 starred questions and 146 short-notice questions,” he said.
The Chairman observed that members effectively fulfilled their legislative responsibilities by raising issues related to governance, public welfare, and citizens’ grievances through various parliamentary instruments.
Twenty-one bills passed:
The Legislative Council passed 21 important Bills during the session, covering governance, higher education, urban development, and local self-government.
Among the significant legislations approved were the Bihar Gambling (Prohibition) Bill, the Bihar Urban development Bill, the Bihar Private Universities (Amendment) Bill, the Bihar Panchayat Raj (Amendment) Bill, the Bihar Special Universities Bill, the Bihar Engineering University (Amendment) Bill, the Shaheed Jubba Sahni University of Architecture and Civil Engineering Bill, and the Dr. Syama Prasad Mukherjee University of Artificial Intelligence and Computer Science Bill.
The passage of these Bills marked one of the key legislative achievements of the session.
Concluding his remarks, Chairman Awadesh Narayan Singh thanked all members for their cooperation in ensuring the smooth conduct of proceedings.
He expressed hope that the constructive discussions held during the session and the legislation passed would contribute to the state’s governance and public welfare.
