Patna, February 3, 2026: Bihar Finance Minister Bijendra Prasad Yadav on Tuesday presented the Bihar budget for the financial year 2026-27 in the Bihar Legislative Assembly, pegging the total outlay at Rs 3,47,589.76 crore.
The Finance Minister said the budget aims to place Bihar among the developed states of the country while empowering 94 lakh poor families.
Presenting the budget, Yadav said the government is moving forward with the vision of “Seven Resolves—Part Three (2025-30),” under which Bihar is targeting inclusive and sustainable growth. He said the Fourth Agricultural Roadmap will benefit farmers and that the enhanced budget reflects the government’s strong commitment to the social sector.
Fast-growing economy, development with justice in the Bihar Budget:
The Finance Minister said Bihar is among the fastest-growing states in the country, with the state’s economy estimated to grow at 14.9 percent in 2025-26.
He noted that while India is the world’s fastest-growing major economy, Bihar’s growth trajectory is also accelerating rapidly.

Highlighting the achievements of Seven Resolves—1 and Seven Resolves—2, Yadav said the government has delivered significant outcomes in employment, education, health, agriculture, and infrastructure.
Under Seven Resolves—3, the government aims to double the state’s per capita income, create one crore employment opportunities, and further strengthen women’s empowerment.
Women’s Empowerment and employment push:
The Finance Minister said that over 1.56 crore women have already received Rs 10,000 each under women-centric schemes.
To help them expand their businesses, the government will now provide additional assistance of up to Rs 2 lakh.
The budget size for 2026-27 is Rs 30,694.74 crore, higher than the Rs 3,16,895.02 crore allocated in 2025-26, reflecting a significant year-on-year increase.
Industrial, Investment, infrastructure, and energy:
Under the new Industrial Policy, the government has set an ambitious target of attracting Rs 50 lakh crore in capital investment in the coming financial year.
The budget emphasizes the expansion of rural and urban road networks, with Bihar emerging as a leading state in road density.
The government also announced steps to strengthen power generation and distribution, noting that per capita electricity consumption has risen to 374 units. Special focus will be placed on solar and renewable energy expansion.
Housing, water, irrigation, and Fiscal discipline:
The budget continues the affordable housing scheme for the urban poor and strengthens the “Har Ghar Nal Se Jal” (Tap water to every household) initiative. Food control and irrigation projects will also be carried forward.
Despite the large outlay, the Finance Minister said the government has maintained Fiscal discipline, keeping the fiscal deficit at 2.99 percent of GSDP, while total debt remains within the prescribed safe limits.
The budget includes substantial provisions for marginalized communities. The Scheduled Castes Department has received Rs 19,603 crore, while the Scheduled Tribes Department has received Rs 1,648 crore.
Education and higher education have received the highest allocation in the budget, with a provision of Rs 68,216.95 crore.
The budget allocates Rs 21,270.40 crore for the health sector, aimed at upgrading district hospitals, setting up new medical colleges and expanding health services.
The Home Department (police and security) has been allotted Rs 20,270.40 crore, with a focus on strengthening law and order through technological upgradation and improved policing infrastructure.

Overall, the Finance Minister said the budget reflects Chief Minister Nitish Kumar’s Vision of development based on knowledge, integrity, science, equality, and respect, and lays a strong foundation for Bihar’s transformation into a developed state.
