Patna, August 27, 2026: On the occasion of Raksha Bandhan, Bihar Chief Minister Samrat Choudhary announced two major initiatives aimed at promoting women’s education, empowerment and economic independence in the state.
In his first announcement, Samrat Choudhary said that a women’s university would be established in Bihar to provide better opportunities for higher education to the state’s daughters.
He said women would occupy all major positions at the proposed institutions, from professors to the Vice-Chancellor. According to Samrat Choudhary, the university would seek to combine education with leadership, skills with self-confidence and knowledge with self-reliance.
He described the initiative as an effort to create new opportunities for women to pursue higher education while strengthening their ability to become self-reliant.
Samrat Choudhary also announced solar power for Jivika Didis:
In his second announcement, the Chief Minister said the government would seek to connect the homes of approximately 10 lakh Jivika Didis with solar power under the Pradhan Manri, with solar power under the Pradhan Mantri Surya Ghar Yojana.
Solar panels will be installed at the homes of eligible women associated with Bihar’s rural livelihood program.
The government expects the initiative to significantly reduce households’ electricity expenditure and potentially create additional income opportunities through solar energy.
Focus on Women’s Empowerment:
The announcements come against the backdrop of several measures already implemented in Bihar for women’s participation and empowerment. Women receive 35% reservation in Panchayati Raj institutions and urban local bodies.
Other initiatives mentioned by the government include the Women’s Employment Scheme, Bihar Ki Beti Startup Challenge, Chief Minister’s PhD fellowship for girls, bicycle and uniform schemes, incentives for competitive examinations, Pink Toilets and Pink Buses, along with provisions for free bus travel on specified occasions.
The Chief Minister said the latest initiatives reflect the government’s broader objective of enabling Bihar’s women and girls to advance through education, skills, leadership and economic self-reliance.
