Patna, August 5, 2026: The Bihar State Council of Ministers, chaired by Chief Minister Samrat Choudhary, approved 17 key proposals during its latest meeting, with major decisions covering healthcare, judicial infrastructure, sports, and the Har Ghar Tiranga campaign.
A significant decision was taken to expand and modernize healthcare services through the Public-Private Partnership (PPP) model.
The Samrat Choudhary government plans to bring 16 medical colleges and hospitals, including dental colleges and hospitals, under the proposed framework.
To ensure professional and transparent implementation, the Cabinet granted administrative approval for the appointment of PwC as the transaction advisor.
The firm will assist in structuring and managing the PPP-related processes for these institutions. The government expects the initiative to improve access to advanced and super-specialty healthcare, particularly for people from rural and remote areas.
Samrat Choudhary: Government approved 19 additional special courts:
The cabinet also approved the establishment of 19 additional exclusive special courts in districts including West Champaran, Madhubani, Bhojpur, Siwan, Sraria, Supaul, Khagaria, Jehanabad, Buxar, Jamui, Kaimur, Katihar, Sitamarhi, Munger, Madhepura, Banka, Sheikhpura, Aurangabad, and Lakhisarai.
These courts will deal with cases pending under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, with the objective of ensuring faster disposal of cases and improving access to justice for victims.
The Cabinet also approved the creation of 171 non-gazetted posts in District and Additional Sessions Judge courts to facilitate the functioning of the new special courts.
Sports science centre at Rajgir:
Another important approval concerns the establishment of a Sports Science Center (High-Performance Sports Training and Injury Center) at the State Sports Academy complex in Rajgir.
The facility will include modern equipment, trained human resources and specialized services for sports training and injury management.
The Samrat Choudhary government expects the centre to provide Bihar’s athletes with access to high-quality sports science and performance-support facilities.
The Council of Ministers also approved arrangements for the 2026 Har Ghar Tiranga campaign.
The initiative will seek to encourage widespread public participation while promoting patriotism, national unity and respect for the national flag.
