Bihar government announces Rs 1 lakh incentive for eligible UPSC prelims-qualified candidates with disabilities.

Patna, July 21, 2026: The Directorate of Empowerment of Persons with Disabilities, under Bihar Government’s Social Welfare Department, has launched the Divyangjan Civil Services Incentives Scheme to support eligible candidates with disabilities preparing for the UPSC Civil Services Main Examination 2026.

Under the scheme, eligible candidates who have qualified the Union Public Service Commission (UPSC) Civil Services Preliminary Examination 2026 will receive a one-time financial assistance of Ra 1,00,000 to help meet the expenses of preparation for the Main Examination and interview.

The last date to submit online applications is July 31, 2026.

Bihar government’s objective:

Social Welfare Minister Dr. Shweta Gupta said the initiative aims to ensure that talented candidates with disabilities are not deprived of opportunities due to financial constraints.

She said the Bihar government is committed to supporting youth with disabilities in achieving their dream of joining the civil services and encouraged all eligible candidates to apply before the deadline.

As per the eligibility criteria, applicants must be a permanent resident of Bihar and have a minimum of 40% disability, certified by the competent authority.

The candidate must have qualified the UPSC Civil Services Preliminary Examination 2026, and the scheme is applicable to male candidates belonging to the general economically weaker sections (EWS) and backward classes categories.

The incentive can be availed only once in a lifetime, either after qualifying the UPSC preliminary examination or the BPSC preliminary examination.

Candidates who are already employed in any government department, public sector undertaking, or institution funded by the Central or State Government are not eligible.

Application process:

Eligible candidates can apply online by July 31, 2026, through the official application portal.

Applicants are required to upload a recent passport-size photograph and signature, residential certificate, caste/ category certificate (where applicable), disability certificate or UDID card, self-attested UPSC Preliminary Examination admit card, proof of qualifying the UPSC Preliminary Examination, self-attested copy of the UPSC application form, Aadhaar card, and active bank passbook.

Candidates are advised to carefully verify all details when submitting the application.
