Nitish Kumar announces degree colleges in 213 Bihar blocks; classes to begin by July 2026.

Patna, February 4, 2026: Chief Minister Nitish Kumar on Wednesday announced that the Bihar government will open degree colleges in 213 blocks of the state where no such institutions currently exist.

Classes in these colleges are scheduled to begin in July 2026.

 The Chief Minister has issued necessary instructions to officials to ensure timely implementation.

Sharing the decision in a post on X, Nitish Kumar said the move is part of the fourth resolution of Seven Resolves—3, titled “Advanced Education—Bright Future.” The initiative aims to improve access to higher education, particularly for girls and students from rural areas.

“Out of the state’s 534 blocks, 213 blocks do not have any affiliated or constituent degree colleges. In the first phase, we have directed that degree colleges be opened in all these blocks and that classes commence by July 2026,” the Chief Minister said.

Nitish Kumar said the prestigious institutions to become centres of excellence.

Along with expanding access to higher education, the Chief Minister also announced the upgradation of 55 old and prestigious educational institutions into Centres of Excellence.

“It has been decided to develop the state’s renowned educational institutions as Centers of excellence. Action is being taken in a planned manner for their upgradation. Before proceeding further, instructions have been given to consult experienced teachers and students and incorporate their suggestions,” Kumar said.

He emphasized that these measures would help provide job-oriented education, revive the legacy of historic institutions, and significantly contribute to the state’s overall development.

Nitish Kumar focuses on girls’ education and youth employment:

Nitish Kumar stated that establishing degree colleges in every block would greatly benefit girls’ education, while the Centers of Excellence would equip youth with skills aligned to employment opportunities.

“This initiative will restore the glory of Bihar’s educational institutions and play a crucial role in the all-round development of the state,” he added.

The Seven Resolves (Saat Nischay) program was first launched in 2015 and completed in 2020.

Seven Resolves—2 was launched in 2020 and completed in 2005.

Seven Resolves—3 was launched after the 2025 Bihar Assembly elections.

Under Seven Resolves—3, the Nitish Kumar government has set ambitious goals focused on education, infrastructure development, employment, and public welfare to benefit the people of Bihar.
