Tejashwi Yadav criticized Bihar and Central Governments on Panchayati Raj Day and called for political change.

Patna, April 24, 2015: Marking Panchayati Raj Day, RJD leader Tejashwi Yadav launched a scathing attack on both the Bihar state government and the Central government, accusing them of weakening local governance and failing to deliver development to the state.
Tejashwi Yadav said Panchayats are being intimidated, not empowered:
Tejashwi Yadav alleged that the Bihar government is autonomy of Panchayats.
“This government is trying to scare elected representatives, threatening Mukhiyas, and creating an atmosphere of fear,” he said at the RJD headquarters in Patna.
He claimed that the rights and responsibilities of Panchayat leaders are being taken away, forcing representatives to protest and resist.
Bihar is still the most backward state:
Tejashwi Yadav criticized both the Nitish Kumar-led state government and the Modi-led central government, asserting that despite 20 years of Nitish Kumar government and 11 years of the Narendra Modi government in power, Bihar remains at the bottom on multiple development indicators.
“There two four crore people have left Bihar. We have the lowest per capita income and lowest farmer income in the country. No factories, no businesses Bihar has been left behind,” Yadav said.

Tejashwi Yadav accused the Central government of showing bias against Bihar, particularly when it comes to financial assistance, industrial investment and denial of special state status.
“Everything has been given to Gujarat. Bihar got nothing,” he said, drawing a contrast with Prime Minister Modi’s home state.
Time to change the seed after 20 years:
In a sharp political metaphor, Tejashwi quipped: “If you sow the same brand of seeds for 20 years, the soil turns barren.
Similarly, in politics, Nitish Kumar has been running the government in Bihar for the last 20 years and has become ineffective now. It’s time to change the government.”

He urged RJD workers to head to villages and directly engage with the people, stating that change will not come from sitting in Patna.
Reiterating confidence in RJD’s chances in the upcoming elections, Tejashwi said: “The time has come to uproot the government that has ruled Bihar for two decades.
