Prashant Kishor criticized Nitish Kumar ahead of PM Modi’s Bihar visit on April 24 and demanded a white paper on the caste survey.

Patna, April 21, 2025: Jan Suraj curator Prashant Kishor launched a direct attack on the Nitish Kumar-led NDA government just days ahead of Prime Minister Narendra Modi’s visit to Madhubani on April 24.
Accusing the state of misusing public funds to orchestrate crowd mobilization for the Prime Minister’s rally, Kishor called for transparency and accountability on several unfulfilled promises made post the caste census.
Major demands and allegations by Prashant Kishor:
The caste survey report was tabled on November 7, 2023, followed by five major announcements on November 22 by Chief Minister Nitish Kumar.
Kishor questioned: “Why has the reservation limit not been increased despite Nitish Kumar’s party being in power both at the state and centre?
“Why happened to the promise of Rs.2 lakh employment assistance to 94 lakh families? Why hasn’t the government disbursed the announced Rs. 1.2 lakh housing aid to 40 lakh homeless families?” Kishor asked.
“Is this another ‘Rs.15 lakh in every account’ kind of Jumla?” Kishor asked, drawing a parallel with Prime Minister Modi’s 2014 campaign promise.

He also promised to reopen the Sugar Mills of Motihari and drink tea made of sugar from those Mills.
“We are expecting clarification from PM Modi during Madhubani rally,” Kishor said.
Citing the Mahadalit Vikas Mission (Launched in 2006), Kishor said: “Only 2.34 lakh Dalit families have received land. Of those, 1.2 lakh families live without basic facilities as per the Deshpal Committee Report.”
Despite big claims, ground reality reflects betrayal of Bihar’s most marginalized,” he said.
Prashant Kishor said land survey leads to crime and corruption:
Kishor claimed that the land survey, which began in 2013, is a major cause of rising crimes and corruption.
“Only 20% (17.3%lakh) of total land has been digitized rill February 2025. In contrast, Andhra Pradesh has digitized 80%, despite starting after Bihar,” Kishor said.
He alleged rampant bribery of Rs. 25 to 50 lakh for retaining the post of Circle Officer (CO).
“Today, there’s a fight in every home due to this faulty land survey,” he started.
Kishor accused the NDA government of preparing together crowds for Modi’s April 24 rally in Madhubani using state resources.
“Public money is being used not for development, but for political showmanship,” he said. Prashant Kishor also said that he will launch village-level meetings and signature campaigns across 40,000 villages.
On July 11, he will submit the memorandum with 1 crore signatures to the Governor and CM.
