Patna, September 24, 2025: At the Congress Working Committee (CWC) meeting in Patna’s Sadaqat Ashram, Congress national president Mallikarjun Kharge intensified his attack on Prime Minister Narendra Modi and the BJP-led NDA, accusing them of economic failures, betrayal of promises, and attempts to polarize voters while neglecting Bihar’s pressing needs.
Mallikarjun Kharge pointed out internal conflict in the NDA:
Mallikarjun Kharge claimed that internal conflicts within the NDA were now out in the open, alleging that the BJP had sidelined its ally and Bihar Chief Minister Nitish Kumar.
“The Prime Minister has promised on several occasions to revive Bihar’s sugar industry. But ten years later, nothing has happened. The internal strife within the NDA alliance is now visible. Nitish Kumar has been mentally retired by the BJP. The BJP now considers him a burden,” he said.
Highlighting the social justice debate, Mallikarjun Kharge pointed out that 80% of Bihar’s population belongs to OBC, EBC, and SC/ST categories, and demanded transparency in caste census and reservation policies.

“The Congress Party and Rahul Gandhi forced the central government to conduct a caste census. A caste survey was also carried out in Bihar during the Congress-led alliance government. I want to ask the Prime Minister: what compulsion prevents him from providing constitutional protection to the 65% reservation passed by the Bihar government? History bears witness that the Congress government granted constitutional protection to 69% reservation in Tamil Nadu thirty years ago. The so-called ‘double-engine government’ has failed to do so here,” Kharge said.
He also criticized Uttar Pradesh Chief Minister Yogi Adityanath, calling his stance on reservation contradictory.
“The most bizarre thing was done by the Chief Minister of Uttar Pradesh, who considers himself the Prime Minister’s successor. He earlier wrote an article opposing reservations. Now he has banned caste-based rallies. Will the Prime Minister tell the country why, on one hand, he talks of a caste census, and on the other, his Chief Minister threatens to jail those protesting injustice? The public deserves an answer,” Kharge said.
Governance and healthcare criticism:
Turning to Bihar’s governance, Mallikarjun Kharge painted a grim picture of law and order and public services.
“The government and administration of Bihar have been on hiatus for a long time. There is a severe shortage of teachers in schools, and the government health system is in shambles. Hospitals face a critical shortage of medicines, and ordinary citizens are either exploited by private hospitals or forced to travel outside the state for treatment,” he said.
Rejecting the BJP’s alleged attempts at religious polarization, Kharge appealed to the people of Bihar to demand development-focused governance.

“The people of Bihar do not want the BJP’s religious polarization. They want development, employment, social justice, and good governance. Bihar has strengthened Indian democracy through its historical, social and political contributions. Its people have always promoted social justice and mass movements for the upliftment of Dalits, tribal, backward, extremely backward, and minority communities,” he said.
