Patna, December 12, 2025: Bihar’s Deputy Chief Minister and Revenue and Land Reforms Minister Vijay Kumar Sinha on Friday launched the “Land Reform Public Welfare Dialogue” program at his official residence in Patna.
The initiative aims to directly hear and resolve public grievances related to land matters.
Vijay Kumar Sinha heard complaints and officers questioned live:
During the event, people from different areas arrived with land-related complaints such as mutation delay, revisions, measurements, encroachment issues, and portal-related problems.
Vijay Kumar Sinha handed the microphone to each complainant and asked them to explain their issue.
He then immediately contacted the concerned Circle Officers (CO) or revenue officials, handed the microphone to them, and asked them to respond on the spot.

At one point, when a complainant said that he had been visiting the department since 2020 and his revision request from November 12, 2022, was still pending, Sinha questioned the officials.
“Why has this work been pending for so long? Do you know about this matter?
Hearing this, a revenue employee present at the program began to tremble, prompting the Deputy CM to reassure him while also issuing a stern warning.
Sinha told officials, “Don’t be afraid, don’t be scared. But listen carefully, get to work. I am giving everyone 15 days. The next time we meet, we will not give a chance to falter. Take action on applications within a week, or we will take action.”
He said the department’s reputation was being affected by delays and negligence.
“People have many complaints against you. Their work is not being done on time. This person has been running around the office for five years. Complete his work within a week.”
A large number of Cos, Sub-Divisional Magistrates, and revenue employees from Patna district attended the program.
Dialogues will be held in every district:
Addressing the public, Vijay Kumar Sinha announced that the Land Reform Public Welfare Dialogue will be organized in every district of Bihar.
He assured that all land-related issues, including mutation, revision, land measurement, encroachment, disputes and online portal grievances, will be resolved on priority.

Vijay Kumar Sinha appealed to citizens to first file complaints at the zonal police station, subdivision, and district magistrate levels.
“If unresolved, the matter will be taken up at the ministerial level,” he said.
