Patna November 28, 2024: The fourth day of the Winter Session of the Bihar Legislative Assembly is expected to be intense and potentially stormy proceedings.
The assembly is gearing up for a various agenda, with questions from various departments and the anticipated discussion and passing of the second supplementary budget for the financial year 2024-25.
Members from both ruling and opposition parties are expected to raise issues with ministers from departments including Land Reforms and Revenue, Agriculture, Animal Husbandry and Fisheries Resources, PHED, Urban Development and Housing, Corporate affairs and Food and Consumer Protection.
Even ruling party MLAs are posing challenging questions to their ministers, signalling a robust interrogation on governance issues.
Members will use Zero Hour to highlight urgent matters they wish to bring to the government’s notice. Two such questions are listed for the Zero Hour where the government will provide detailed responses.
Supplementary budget discussion in the winter session:
In the second half of the session, discussions will centre on the second supplementary budget of Rs 32,506.90 crore for the financial year 2024-25, which was introduced by Deputy Chief Minister and Finance Minister Samrat Choudhary on November 25. Among 32,506.90 crores, Rs 1,114.94 crore was allocated for social security pensions, 1,071.50 crore for student incentives under 7 Nischay, 1,063.23 crore for roads and bridges construction, Rs 500 crore for the student credit card scheme and Rs 225 crore for the Mahila Samvad program. The government aims to secure the budget’s approval after deliberations.
Opposition stands in the 4th day of the winter session:
The opposition leaders are continuously targeting the Nitish Kumar government over the Waqf Board amendment bill, smart meter and 65% reservation policies.
The opposition is preparing for further demonstrations aimed at cornering the government on these issues.
The ruling coalition’s ability to address pointed questions and pacify dissent from its ranks will be crucial to maintaining control over the narrative in the assembly.
The session underscores the political dynamism of Bihar’s legislative landscape, as both ruling and opposition parties gear up for the test of strategies and governance effectiveness.
