Patna November 19,2024: RJD leader Chittranjan Gagan has criticized the Bihar government, accusing it of showing hatred towards education and teachers.

RJD leader Chittranjan Gagan claimed the NDA government complicated the rules:

He alleged that the state government creates complicated rules to delay and entangle processes like teacher recruitment, granting them state employee status, or even facilitating transfers and postings.

“Under the NDA government in Bihar, efforts were made to stall teacher reinstatements, with rules designed to create confusion and delays. The decision to remove the domicile requirement during Tejashwi Yadav’s tenure as Deputy Chief Minister was an attempt to hinder recruitment processes.

This decision was pushed by the Chief Minister’s Secretariat, disregarding the instructions of the then Education Minister,” Gagan said.

RJD leader Chittranjan Gagan credited Tejashwi Yadav’s persistence for forcing the government to move forward with teacher recruitment.

“If Tejashwi had not taken the initiatives during his 17 months as Deputy CM, teacher candidates would still be protesting for jobs and reinstatement,” he said.

State government should recruit the vacant posts:

RJD leader Chittranjan Gagan urged the government to expedite recruitment for the remaining vacant posts, investigate allegations of irregularities in previous recruitment rounds through a Special Investigation Team (SIT) and hold those responsible for recruitment irregularities accountable.

The Rashtriya Janata Dal (RJD) has strongly criticized the Bihar government for its treatment of employed teachers and the policies affecting them.

The party highlighted the disparity in approach between the previous RJD-led government and the current NDA government.

“In 2003 and 2005, the Rabri Devi government undertook large-scale recruitment of Shiksha Mitras following the establishment and upgradation of primary and middle schools. The intention was to eventually convert these “Niyojit Shikshaks” (appointment teachers) into state employees, a promise fulfilled by Tejashwi Yadav during his tenure as Deputy Chief Minister,” RJD leader Chittranjan Gagan said..

Tejashwi Yadav advocated for unconditional state employee status for these teachers, emphasizing their qualifications, including passing the Efficiency/TET examination. He also supported optional transfers to ensure a fair and practical system for this teacher,” Gagan said.

RJD leader Chittranjan Gagan said the NDA government is harassing teachers:

‘The current government imposed a competency test, which was boycotted by teachers. This led to alleged police harassment including filing multiple cases against the protestors. The RJD condemned these actions, with Tejashwi Yadav raising the issue in the assembly,” Gagan said.

The new transfer policy has been labeled as “impractical and inhuman”, particularly for male teachers, who are now being offered options in 10 subdivisions. Often far from their homes.

Female teachers are also impacted, as they are not being allowed to work close to their homes, which creates challenges for supporting their families.

“RJD demanded male teachers be posted in nearby Panchayats, allowing them to care for their elderly parents. Female teachers should be posted in their native or in-laws’ Panchayats, enabling responsibilities,” he said.

Employed teachers, many of whom have served for nearly 20 years, deserve policies that consider their experience and family needs.

The RJD reiterated its commitment to standing by the teachers and ensuring that their rights and dignity are preserved while calling for the immediate withdrawal of the “impractical” transfer policy.
