Patna-Purnea Expressway land acquisition process fast-tracked.

Patna, July 19, 2025: To expedite land acquisition for the Greenfield Access Control Patna-Purnea Expressway under the Bharatmala Project Phase-2, the Bihar Revenue and Land Reforms Department has directed a special revision of the estimated minimum value (MVR) of land prior to the preliminary notification.
Collectors of Vaishali, Samastipur, Darbhanga, Saharsa, Madhepura, and Purnea districts have been instructed to initiate necessary action to revise land valuations transparently and in a time-bound manner
The Additional Chief Secretary of the department, Deepak Kumar Singh, clarified that preliminary notifications should only be published after approval from the Central Valuation Committee to ensure fairness and legal compliance.
The directive aligns with Section 26(3) of the Land Acquisition Act, 2013, which mandates that district collectors revise pricing based on the prevailing market value before acquisition begins.
As per the Bihar Stamp (Amendment) Rules, 2013, the right to special MVR revision has been granted to facilitate accurate compensation to landowners.
The Bihar government is aiming for timely land acquisition of the Patna-Purnea Expressway:
The instructions follow a high-level meeting chaired by Chief Secretary Amrit Lal Meena on July 17, 2025, emphasizing transparency, timely execution, and fair compensation for landowners under the Bharatmala Project.

Officials stated that the move aims to avoid unnecessary delays in critical infrastructure projects while ensuring that farmers and landowners receive compensation based on current market rates.
The Patna-Purnea expressway will reduce travel time:
This decision is considered a significant step toward making the land acquisition process fair, transparent, and aligned with public interest under the ambitious Bharatmala Project of the Government of India.

At present, commuters are taking 7 to 8 hours to reach Patna from Purnea. After the completion of the Patna-Purnea Expressway, it would reduce travel time by 3 hours.
