Patna, November 13, 2025: Ahead of the 2025 Bihar Legislative Assembly election results, District Election Officer-cum-Patna DM Tyagarajan S.M., inspected the strong room and counting centre at A.N. College, Patna, to review the security arrangements and preparations for the counting of votes scheduled on November 14, 2025.
After the completion of polling on November 6 across all 14 assembly constituencies in Patna district, EVMs and VVPATs from 5677 polling stations were sealed and stored at A.N. College.
The DM directed officials to ensure strict adherence to the poll body’s guidelines, emphasizing smooth traffic flow, crowd control, and law and order on the counting day.
A 24×7 three-tier security system has been deployed around the strong room, comprising the Central Armed Police Force CAPF), Bihar Special Armed Police BSAP) and District Armed Police DAP).
The premises are under round-the-clock CCTV surveillance, monitored from a dedicated control room staffed by three police officers and 12 magistrates.
DFMDs and HHMDs have been installed at every entry gate, and entry is strictly regulated through a permission-based system with mandatory registration of details.
Fifteen magistrates and police officers are deployed in three shifts, while three Additional SPs and several DSPs are on 24-hour duty.

The Patna DM inspected the strong room every day. Candidates and their representatives are also given access to monitor security as per the poll body’s standard operating procedures.
Officials confirmed that all parties expressed satisfaction with the arrangements and transparency.
Meanwhile, the second randomization of counting personnel for all 14 assembly constituencies was carried out at the NIC office, Collectorate, Patna, in the presence of counting observers, Patna DM, and the returning officers.
The randomization was conducted through EPMIS software as per poll body norms.
A total of 920 counting personnel, including reserves, have been assigned, comprising 286 counting supervisors, 348 counting assistants, and 286 micro-observers.
Of these, 672 personnel will handle EVM counting, and 248 will manage postal ballot counting.

Counting will begin at 8 a.m. on November 14 across separate halls for each constituency.
Each assembly constituency will have 14 counting tables plus one ARO table, with a micro observer, counting supervisor, and counting assistant at each table.
For postal ballots, 48 dedicated tables have been set up, bringing the total to 244 tables for the entire district.
The Patna DM emphasized that counting of votes is a critical phase of the electoral process and assured that all arrangements are in place to ensure a clean, fair, peaceful and transparent counting process.
He added that the district administration is committed to maintaining the festive spirit with which polling was conducted and thanked the public for their enthusiastic participation.
