Om Birla highlights disruption is major challenges in legislative functioning during 85th conference in Patna.

Patna January 20, 2025: Lok Sabha speaker Om Birla addressed the pressing issue of disruptions in parliamentary and assembly proceedings, emphasizing the need for collective responsibility and cooperation from all political parties.

The 85th  All India Presiding Officers Conference, held in Patna, served as a platform for deliberation on strengthening democratic institutions and legislative practices.

Om Birla pointed out key challenges and digital reforms:

Om Birla termed the frequent uproars and adjournments in legislative sessions a “serious challenge” and called for a consensus among parties to uphold the dignity and functionality of democratic institutions.

“Coming to the well of the house, creating a ruckus, and adjourning proceedings is a serious issue. There is a need for serious discussion on this. All parties must cooperate to find solutions,” he said.

Birla expressed optimism regarding the digital transformation of legislative work across assemblies and highlighted the initiative to host proceedings of the assembly and Lok Sabha on one platform for enhanced transparency and productivity.

“In 2025, we will fulfil the goal of One Country, One Legislation, ensuring meaningful discussions and robust decision-making,” he added.

Celebrating Bihar’s contribution to democracy:

Om Birla lauded Bihar’s historical and intellectual legacy calling it the “land of education and knowledge.” He cited iconic institutions like Nalanda and Vikramshila, which have been torchbearers of wisdom. Birla acknowledged Bihar’s prominent figures, such as Dr. Rajendra Prasad, the nation’s first President, and Karpuri Thakur, for their enduring contributions to the Constitution and social justice. He also highlighted the spiritual influence of Lord Buddha, whose teachings of compassion and peace emanated from this region.

Om Birla stated, “The land of Bihar is an inspiration for all of us,” Birla remarked, emphasizing its enduring influence on India’s democratic fabric,” .

Deputy Chairman Harivansh Comments Nitish Kumar:

Rajya Sabha Deputy Chairman Harivansh praised Chief Minister Nitish Kumar for his governance and policy reforms since 2005, particularly in empowering women.

“Bihar became the first state to provide 50% reservation for women in local bodies in 2006. Along with development, Nitish Kumar has preserved Bihar’s heritage,’ Harivansh noted.

Quoting Dr. B. R. Ambedkar, Harivansh stressed the importance of prioritizing national interests over personal party gains to ensure the endurance of democracy.

Bihar Assembly Speaker Nand Kishore Yadav, while welcoming attendees, expressed hope that the conference would reshape perception about Bihar.

“The misconceptions about will be removed by this conference,” he said, emphasizing the state’s positive trajectory and contributions to India’s democratic development.

Despite the event’s significance, the absence of Chief Minister Nitish Kumar and Leader of Opposition Tejashwi Yadav was widely noted and discussed. Their absence raised questions about potential political implications or scheduling conflicts.

As the conference concludes on January 21, it is expected to adopt resolutions aimed at enhancing the functioning of legislative institutions, fostering collaboration, and reinforcing democratic values. The event not only underscored Bihar’s historical importance but also showcased its ongoing contributions to India’s democracy.
