Cabinet approves Rs 1,677 crore Civil Enclave at Srinagar International Airport.

New Delhi, February 24, 2026: The Cabinet Committee on Economic Affairs (CCEA), chaired by Narendra Modi, has approved the development of a new Civil Enclave at Srinagar International Airport at an estimated cost of Rs 1,677 crore.
The project marks a major milestone in strengthening aviation infrastructure and enhancing air connectivity in the Kashmir Valley.
The scope of the project also includes the construction of barracks for security personnel.
The airport is operated by the Airport Authority of India (AAI) within the Indian Air Force-controlled Budgam Airbase.
Designated as an international airport in 2005, it is located approximately 12 km from Srinagar city.
Project highlighted before the cabinet:
Total Project area—73.18 acres, Terminal building area—71,500 sq. meters (including 20,659 sq. meters of existing structure), Peak hour capacity—2,900 passengers, Annual capacity—10 million passengers per annum (MPPA).

The expanded apron will accommodate 15 aircraft parking bays, including one wide-body (Code E) aircraft (9 existing and 6 proposed). The 3,658 m x 45m runway will continue to be operated by the Indian Air Force.
The project also includes a multi-level car parking facility for 1,000 vehicles.
Architecture inspired by Kashmir’s heritage:
The new terminal will showcase a blend of modern architecture and Kashmir’s rich cultural heritage, incorporating traditional woodwork, locally inspired craftsmanship.
At the same time, it will ensure high operational efficiency with streamlined passenger processing, Spacious lounges, Advanced security and check-in systems.

Sustainability is a core element of the project, featuring advanced rainwater harvesting systems, Maximum use of natural lighting to reduce energy consumption, and locally sourced, eco-friendly materials to minimize carbon footprint.
The project is targeted to achieve a 5-star GRIHA rating.

The Civil Enclave is expected to significantly enhance tourism and economic growth by improving access to iconic destinations such as Dal Lake, Shankaracharya Temple, and Mughal Gardens.

The project will generate employment opportunities, encourage investment, and reinforce Srinagar’s position as a premier tourist and economic destination.
The development of the Civil Enclave represents a transformative step toward world-class airport infrastructure, offering enhanced passenger facilities, improved connectivity, and a global showcase of Kashmir’s cultural and natural splendor.
