Bihar cabinet’s first meeting approves 6 key proposals; major push for startup, AI and Sugar mills revival.

Patna, November 25, 2025: After the formation of the new NDA government, Chief Minister Nitish Kumar chaired the first cabinet meeting on Tuesday, during which 6 major proposals were approved.
The most significant among them was the formulation of a comprehensive policy to encourage youth entrepreneurship and start-ups, aimed at expanding employment-oriented activities within the state.
The cabinet has decided to form a high-level committee for startup and new-age economy promotion:
The cabinet decided to constitute a high-level committee tasked with promoting and expanding employment-generating activities in the start-up and new-age economy sectors.
The committee will monitor all employment and entrepreneurship-related schemes, ensure effective implementation, recommend policy reforms, and provide guidance for youth-led enterprises.
It will include senior industry development officials, technical experts, and entrepreneurship advisors.
The government’s objective is to boost self-employment, innovation, and digital entrepreneurship among Bihar’s youth.
Financial assistance, technical support and skill training will be integral to this initiative.
The state will also focus on a smart economy platform to create opportunities for young entrepreneurs.

Bihar Chief Secretary Pratyay Amrit stated that the government aims to tap into the energy and innovation potential of Bihar’s youth, with strict directions issued to officials for prompt implementation and regular monitoring.
Nitish Kumar’s cabinet also approved the state AI Mission:
One of the most transformative decisions of the meeting was the approval for the establishment of the Bihar Artificial Intelligence Mission, aimed at positioning the state as a leading AI hub.
The government noted that AI has rapidly evolved as a technology with substantial social and economic impact, making it essential for Bihar to adopt AI-driven development strategies.

The AI Mission will focus on formulating and industrializing AI-related policies, creating a state-level AI ecosystem, partnering with leading industries and institutions, establishing AI Centres of Excellence across Bihar, expanding AI-based innovation in sectors such as Agriculture, health, education, governance, and public service delivery, climate change, urban development, transport, and industry.
Promoting research patents and entrepreneurship aligned with global standards, developing long-term AI talent through fellowships, residencies, and expert exchange programs.
The state cabinet also formed a committee for new and revived sugar mills:
The cabinet also approved the creation of a high-level committee, headed by the Chief Secretary of Bihar, to prepare a policy framework and action plan for establishing 25 new sugar mills and reviving 9 closed mills across the state.
The move aims to increase returns for farmers and generate more employment opportunities, especially in sugarcane-growing regions.
