The Election Commission of India published the draft voter list after the SIR phase 1.

Patna, August 1, 2025: After the successful completion of the Enumeration phase under the Special Intensive Revision (SIR) 2025, the Election Commission of India (ECI) on Friday released the draft electoral roll for Bihar.

The draft voter list, covering all 243 assembly constituencies and 90,712 polling booths, has been made available on the ECI portal.

Physical copies have also been distributed to all major political parties by District Election Officers (DEOs) of Bihar’s 38 districts.

Election Commission claimed a massive scale of the voter enumeration:

In what is being described as a massive electoral exercise, more than 7.24 crore electors in Bihar submitted their enumeration forms, now reflected in the draft roll.

The entire efforts made by the CEO of Bihar, all 38 districts DEOs, 243 EROs, 2976 Assistant EROs, 90,712 Booth Level Officers (BLOs), over 1.6 lakh booth level agents from all 12 political parties, apart from numerous volunteers across the state.

The officials and volunteers reached out to every ward, village and household to ensure the inclusion of all eligible voters.

Claims and objections open from August 1 to September 1 on the election commission website:  

The claims and objections phase will run from August 1 to September 1, 2025.

During this period, eligible citizens whose names are missing can apply using Form 6 and a declaration form.

Young voters, who turned 18 on or before July 1 or will turn 18 by October 1, can also apply on the Election Commission website or physically before BLOs.

Objections can be filed by electors or political parties against entries they believe are incorrect.

Importantly, the Election Commission of India claimed no name will be deleted without a hearing.

As per the SIR order, concerned EROs or AEROs must provide a hearing and a written, appealable order before making any deletion.
