Patna, February 19, 2026: Bihar’s Chief Secretary Pratyaya Amrit chaired a high-level review meeting of the State Sports Department, underscoring the government’s commitment to building a secure, transparent, and inclusive sports ecosystem across Bihar.
The meeting was attended by Sports Secretary Mahendra Kumar along with senior departmental officials.
Pratyaya Amrit focused on security and monitoring:
During the meeting, the Chief Secretary laid strong emphasis on strengthening security and monitoring mechanisms within the state’s sports infrastructure.
He directed that CCTV cameras be mandatorily installed in all Panchayat-level sports complexes and outdoor stadiums to ensure transparency, safety, and accountability.
He further instructed that the activation and functioning of sports clubs be institutionalized, enabling regular review and performance assessments.
To reinforce oversight, regular inspections at the secretary level were also mandated, aimed at establishing a robust monitoring framework for the effective implementation of sports schemes statewide.
Highlighting the importance of collaboration, Pratyaya Amrit stressed the need for a well-defined Public-Private Partnership (PPP) policy in the sports sector.

Pratyaya Amrit directed the department to prepare a clear policy framework to encourage participation from both public and private stakeholders.
The Chief Secretary also emphasized involving local industries and enterprises in promoting sports activities, sponsoring events, and motivating youth participation.
Pratyaya Amrit noted that a structured and inclusive PPP model could significantly accelerate sports development in Bihar.
To ensure effective ground-level implementation, instructions were issued to tag each sports club with the district sports officer, the state government sports coach, and the physical education teacher.
This measure aims to strengthen accountability, supervision, and athlete development at the grassroots level.
Transparent procurement of sports materials:
To prevent monopolies and ensure transparency, the Chief Secretary directed the empanelment of sports material suppliers and vendors through open calls.
He also instructed the department to fix maximum price caps for sports equipment to avoid overpricing and ensure uniform access to quality sports materials across the state.
Expressing satisfaction over the functioning of 27 operational Eklavya Sports Centres in Bihar, the Chief Secretary directed the department to activate the remaining proposed centres at the earliest to expand training opportunities for young athletes.

The department informed the meeting that a half-marathon is proposed to be organized annually in November and February, with the first edition scheduled for November this year.
The review meeting reflects the strong resolve of the Government of Bihar to establish a safe, transparent, accountable, and athlete-centric sports ecosystem, fostering talent development and encouraging wider youth participation in sports across the state.
