Patna, January 7, 2026: PK Agarwal, President of the Bihar Chamber of Commerce and Industries (BCCI), has stated that the Bihar government is placing strong emphasis on industrialization and creating a business-friendly environment in the state.
He said that proposals for new industries are steadily coming in, which reflects growing investor confidence.
PK Agarwal described the state government’s initiative and the proactive role of the Industries Department as highly commendable.
Referring to the recent announcements, Agarwal said that the government has begun work on an ambitious plan to attract investments worth Rs 50 lakh crore over the next five years.
Under this plan, 7 lakh people will be trained in industry-oriented skill development and entrepreneurship.

He also welcomed the proposal to establish the Directorate of Micro, Small and Medium Enterprises (MSMEs) along with MSME centres in all districts, and the creation of facilities to promote the export and marketing of local products.
PK Agarwal termed the government’s decision to promote ease of doing business, develop five new mega food parks with food processing and logistics facilities, establish 10 industrial parks, and create 100 MSME parks as welcome and visionary steps.
He also welcomed the proposal to set up an Integrated Manufacturing Cluster (IMC) spread over 1,700 acres in Dobhi, Gaya, along with plans to establish 31 new industrial parks on the IMC model across 14,036 acres in 29 districts.
In addition, the proposed development of 10 sector-specific parks, including textile and pharma parks, and the plan to invest Rs 26,000 crore for rapid industrial development were described as positive and forward-looking initiatives.
However, PK Agarwal expressed concern that the budget allocation for the Department of Industries remains inadequate.
He pointed out that the department’s budget for 2025-26 was only Rs 1,966.26 crore, amounting to just 0.5% of the total state budget.
He urged the government to increase this allocation to at least 5% in the 2026-27 budget to match the pace of industrialization.
PK Agarwal also demanded a one-year extension of the Bihar Industrial Investment Promotion Package 2025, which is currently valid until March 31, 2026, to attract more investors.
PK Agarwal further suggests that the Bihar Industrial Area Development Authority (BIADA) should allocate lands not only to large manufacturing units but also to all MSMEs.
He stressed the need to create land banks for industries and said that for large projects, the government should act as a facilitator between entrepreneurs and farmers for land acquisition.

He also proposed establishing at least two more industrial areas between Gaya and Kaimur, in addition to Dobhi.
PK Agarwal recommended reducing the frequency of mandatory fire audits for industries from annual to once every five years.
PK Agarwal urged for tariff reduction of power:
On power tariffs, PK Agarwal urged the government to align electricity rates with neighbouring states such as Jharkhand and West Bengal.
He pointed out that the current 6% electricity duty is high and should either be reduced to the earlier 0.2 paisa per unit or adjusted against the payable GST.
PK Agarwal also demanded that places such as Pawapuri, Kakolat, Vikramshila, Gayaji, Nandangarh, Lauria, Kesaria, Barabar Caves, Sitamarhi, and Chamunda Katra be granted tourist destination status.
He called for the establishment of a state groundwater authority to facilitate entrepreneurs and generate additional revenue.
