Nitish Kumar allocates portfolios of the new cabinet; BJP’s Samrat Choudhary gets the home ministry.

Patna, November 21, 2025: Bihar Chief Minister Nitish Kumar took oath for a new term on Thursday along with 26 ministers, after which the allocation of portfolios was formally submitted to the Governor.
The newly formed cabinet comprises leaders from JDU, BJP, HAM, LJPRV, and RLM.
Nitish Kumar has retained several important departments, including General Administration, Election Monitoring and other key superior portfolios. In a major shift from earlier administrations, the crucial Home Department has been handed over to Deputy Chief Minister Samrat Choudhary of the BJP.
For the 20 years, Nitish Kumar himself had held the Home portfolio, which oversees the entire Bihar Police administration.
With this change, responsibility for maintaining law and order now rests squarely with Samrat Choudhary.
In the previous government, Choudhary headed the Finance and Commercial Tax departments.
Nitish Kumar has given responsibilities to other BJP leaders:
The second Deputy Chief Minister, Vijay Kumar Sinha, will oversee the Revenue, Land Reforms, and Mining ministries.
These are the same major departments he handled in the previous government and are among the highest revenue-generating ministries.

Mangal Pandey retains the Health Ministry, and he has also been allotted the Law Ministry.
Dilip Jaiswal, the BJP state president and MLC, has been given the Industries Ministry, previously held by Nitish Mishra.
Nitin Naveen will head the Road Construction, Urban Development, and Housing departments.
Ram Kripal Yadav, elected from the Danapur Assembly constituency, has been given the Agriculture Department.
Sanjay Singh Tiger will lead the Labour Resource Ministry.
Arun Shankar Prasad has been allotted Tourism, Art, Culture and Youth Affairs.
Surendra Mehta will handle Animal Husbandry and Fisheries Resources.
Narayan Prasad has been appointed Disaster Management Minister.
Rama Nishad will oversee the OBC and EBC Welfare Department.
Lakhendra Kumar Roshan has been allotted the SC and ST Welfare Department.
Shreyasi Singh, international shooter and second-term MLA, will head Information Technology and Sports.
Pramod Kumar will look after Cooperatives, Environment, and Climate Change Ministries.
Nitish Kumar also allocated portfolios to JDU, HAM, LJPRV and RLM:
Under the JDU quota, several ministers of the Nitish Kumar government have retained their previous portfolios in the newly formed Nitish Kumar government.
Madan Sahani has been allotted the Social Welfare Department, a ministry he also held in the previous government.
Ashok Choudhary will once again lead the Rural Work Department, continuing with the same responsibility as last term.
Leshi Singh has been given charge of the Food and Consumer Affairs Department.
Shravan Kumar has retained the Rural Development Ministry, reflecting his continued prominence in Nitish Kumar’s core team.

Vijay Kumar Choudhary will once again head the Water Resources and Parliamentary Affairs departments, both of which he managed earlier as well.
Under the HAM quota, Santosh Kumar Suman will continue as the Minor Water Resources Minister, retaining the same portfolio he held in the previous Nitish Kumar government.
Under the LJP (Ram Vilas) quota, Sanjay Kumar has been allotted the Sugarcane Industry Department, and Sanjay Singh will manage the Public Health Engineering Department (PHED). This was earlier held by the BJP’s Neeraj Kumar Singh Bablu.
These two are new entrants in Nitish Kumar’s cabinet.
Under the Rashtriya Lok Morcha (RLM) quota, Deepak Prakash has been given a significant Panchayati Raj Ministry.
