Patna, December 16, 2025: A cabinet meeting chaired by Bihar Chief Minister Nitish Kumar concluded on Tuesday, during which the cabinet formally approved the ambitious Saat Nishchay 3 (Seven Resolution 3) program for the state.
With this approval, several major decisions related to industrial growth, job creation, and employment opportunities have been finalized.
The Nitish Kumar government aims to accelerate Bihar’s economic development and generate large-scale employment for the youth in the coming years.
Nitish Kumar shared the details of the Saat Nischay 3 on social media:
Sharing details on his official social media account, Chief Minister Nitish Kumar outlined the vision and objectives of the Saat Nishchay 3 initiative.
First resolution: Double employment, double income:
The primary objective of the first resolution is to double Bihar’s per capita income.
Several schemes are already being implemented toward this goal.
Under the Chief Minister’s Women Employment Scheme, women are being provided Rs 10,000 for self-employment, along with financial assistance of up to Rs 2 lakh to expand their business.
Nitish Kumar noted that a caste-based survey and socio-economic survey conducted in 2023 identified 94 lakh poor families, who will be given priority under employment schemes, along with additional financial assistance as required.
To promote local products, markets, and bazaars for Bihar-made goods will be developed.
The government has set a target of creating employment and job opportunities for one crore youth over the next five years.
A dedicated department of youth, employment and skill development has already been established for this purpose.
Second Resolution: Prosperous industry, empowered Bihar:
To accelerate industrial growth, three high-level committees, chaired by the Chief Secretary, have been constituted.
Their objectives include developing Bihar as the technology hub of Eastern India, establishing Bihar as a world-class workplace, and encouraging entrepreneurs and talented youth to set up industries within the state.
Industrial areas are being developed in all districts, and the state has set a target of attracting Rs 50 lakh crore in private investment over the next five years.
A new Directorate of Micro, Small, and Medium Enterprises (MSMEs) has been created to promote small industries, along with the establishment of the Bihar Marketing Promotion Corporation for export and market development of local products.
Additionally, the government has decided to restart nine closed sugar mills in phases and establish 25 new sugar mills across the state.
Third Resolution, Progress in agricultural prosperity for the state:
The Fourth Agricultural Roadmap 2024-2029 will be implemented at an accelerated pace to enhance farmers’ income.
A separate Makhana (Fox Nut) roadmap will be prepared to promote its production and processing.
Special focus will be given to dairy and fisheries.
Milk production cooperatives will be formed in every village, and Sudha Milk sales centres will be established in every panchayat.
Efforts to ensure irrigation water reaches every field will also be intensified.
Fourth Resolution: Advance education, a bright future:
A separate Higher Education Department has been constituted
Prestigious and historic educational institutions will be developed as Centres of Excellence, and a new Education City will be established in the state.
Fifth Resolution: Accessible healthcare, a safe life:
Under this resolution, Block-level Community Health Centres will be upgraded into Specialty Hospitals, and District Hospitals will be developed as Super Specialty Hospitals.
Public-private partnership will be encouraged in medical colleges and hospitals.
To improve healthcare services in remote areas, special incentive systems for doctors will be introduced, along with a policy to prohibit private practice by government doctors.
Sixth resolution: Strong foundation, modern expansion:
This resolution focuses on urban expansion and infrastructure development.
The development of modern, planned cities, affordable housing for the urban poor, construction of five new expressways, widening of rural roads to two lanes in phases, strengthening power infrastructure and promoting solar power through rooftop installations.
Tourist destinations will be developed as national and international tourism hubs, with full facilities along the tourism circuit.
A film city will be built to promote Hindi and regional cinema.
Additionally, a world-class sports city will be developed in Patna with a Centre of Excellence for sports established in all districts.
National and international sporting events will be organized.
The government will expedite the completion of 430 approved schemes under the progress journey and remaining works of Saat Nishchay 2.
Sevent Resolution: Respect for all, easy living:
The final resolution focuses on improving the quality of life through technology, innovation, and responsive governance, ensuring ease of living for every citizen.
Concluding his statement, CM Nitish Kumar expressed confidence that the successful implementation of Seven Resolution 3 would realize the vision of a developed Bihar and position the state among the most developed in the country.
